Rebeca E. Mosquera

Rebeca represents U.S. and international clients, including energy, maritime transportation, construction, and telecommunication services companies in complex commercial disputes. She is a dual-qualified lawyer in the Republic of Panama and New York. 

Rebeca’s practice focuses on a variety of cross-border disputes and international arbitrations involving countries and companies in Europe, Latin America, and the United States. She has strong oil and gas industry experience stemming from her work with Royal Dutch Shell, and she is also an active counsel in matters involving corporate governance, international contracts, and international trade law.

Rebeca is a frequent speaker on topics related to international arbitration and the promotion of women in dispute resolution, and her publications have appeared in noted international journals. She currently serves as a board member of Covenant House International – Latin American Program. Rebeca is fluent in both English and Spanish.

Rebeca has been recognized by Who’s Who Legal as a Future Leader in Arbitration, and as a Leader in Arbitration by Who’s Who Legal: Florida.  Latinvex has listed Rebeca as one of Latin America's Top 100 Female Lawyers.


UNCITRAL Arbitration: Representation of a U.S. investor in an investment arbitration arising out of the violation of rights to oil drilling and extraction operations, and other related violations to the United States-Peru Trade Promotion Agreement (UNCITRAL/PCA; Seat: Paris).

Confidential Commercial Arbitration: Representation of a renewable energy provider in a dispute arising out of violations of a concession agreement for the construction and operation of a renewable energy project (ICC; Seat: Miami, Florida).

FINRA Arbitration: Representation of Ecuadorian investors in a mass claim against two U.S. brokerage firms in a dispute relating to the issuance of mutual funds and bonds (FINRA Arbitration Procedures Customer Code).

Confidential Commercial Arbitration: Representation of a technology and service provider company in a dispute arising out of a breach of a joint venture agreement (ICDR; Seat: Puerto Rico).

Oil and Gas Pipelines Dispute: Representation of a United Kingdom seabed-to-surface engineering, construction and services contractor in the assessment of contractual claims arising out of the construction of oil and gas pipelines in Latin America (ICC).
